The Pine Ridge Indian Reseration in South Dakota is rife with unemployment, alcoholism, drug abuse, and violence, which native cop Rudy (Schweig) contends with on a daily basis. His older brother Mogie (Greene) is an embittered Vietnam vet and alcoholic who can't be a father to his own teenage son Herbie (Watts).
