Applicants must be high school graduates, be Idaho residents, and meet at least 3 of the following 5 requirements: 1) have a disability; 2) be a member of an ethnic minority group historically underrepresented in higher education in Idaho; 3) have substantial financial need; 4) be a first-generation college student; 5) be a migrant farm worker or a dependent of a farm worker. Additional Information: This program was established in 1991 by the Idaho state legislature. In addition to the general scholarships, the following named scholarships are available: the Arthur R. Funds Available: An eligible dependent is entitled to full payment of tuition and certain fees at any Illinois state-supported college, university, or community college. In lieu of that benefit, an eligible dependent who has a physical, mental, or developmental disability is entitled to receive a grant to be used to cover the cost of treating the disability at 1 or more appropriate therapeutic, rehabilitative, or educational facilities. For disabled dependents, the total benefit cannot exceed the cost equivalent of 4 calendar years of full-time enrollment, including summer terms, at the University of Illinois. Duration: This scholarship may be used for a period equivalent to 4 calendar years, including summer terms. Dependents have 12 years from the initial term of study to complete the equivalent of 4 calendar years. Disabled dependents who elect to use the grant for rehabilitative purposes may do so as long as the total benefit does not exceed the cost equivalent of 4 calendar years of full-time enrollment at the University of Illinois.

Eligibility Requirements: This program is open to the spouses, natural children, legally adopted children, or stepchildren of a veteran or service member who 1) has been declared by the U.S. Department of Defense or the U.S. Department of Veterans Affairs to be permanently disabled from service-connected causes with 100% disability, deceased as the result of a service-connected disability, a prisoner of war, or missing in action, and 2) at the time of entering service was an Illinois resident or was an Illinois resident within 6 months of entering such service. Special support is available for dependents who are disabled. Additional Information: An eligible child must begin using the scholarship prior to his or her 26th birthday. An eligible spouse must begin using the scholarship prior to 10 years from the effective date of eligibility (e.g., prior to August 12, 1989 or 10 years from date of disability or death).

Bondholders must have continuously owned the bonds for at least 12 months preceding the date of maturity, use at least 70% of the proceeds to finance the student beneficiary's educational expenses, use the proceeds from the bonds in either the academic year in which the bonds were redeemed or the next year, and designate only 1 student beneficiary for each bond redeemed. The student beneficiary must be enrolled either half time or full time at an approved Illinois public or private 2- or 4-year college or university and not be enrolled in a program of religious studies.
