SIDELIGHTS: H. Lee Halterman is a lawyer who served as former Congressman Robert V. Dellums' political advisor. Halterman's first book, written with Dellums and R. H. Miller, focuses on the need for changing the focus of U.S. military spending. Defense Sense: The Search for a Rational Military Policy contains a collection of witnesses' testimony from Dellums' congressional hearings on the implications of the military budget. The authors question the motives behind commerce involving weapons, both domestically and globally, as well as the moral implications of changing military values. In a review for Library Journal, Robert L. Beckman called the book "a humane and searching analysis of the U.S. defense budget."

Halterman's second book, Lying down with the Lions: Public Life from the Streets of Oakland to the Halls of Power, is a memoir of Dellums' political career. The book, written with Dellums, details more than thirty years of his career in public service starting with his work in Oakland, California as a social worker. Lying down with the Lions, called "engaging and informative" by Karl Helicher of Library Journal, focuses on Dellums' congressional career and highlights his most prominent successes.
