BASIC PEOPLE'S CONGRESSES

Part of the Libyan political structure.

The congresses provide the second level (above village and submunicipal congresses) of popular consultation and participation in the exercise of popular power in the Jamahiriyya (state of the masses) of Libya proclaimed in March 1977. Each of some two hundred basic people's congresses send three delegates to the chief debating and decision-making forumthe annual General People's Congress.
