foundation trust
foundation trust (foundation hospital) (fownd-ay-shŏn) n. an NHS organization, established under the Health and Social Care Act 2003, that has greater freedom and more financial flexibility than an NHS acute trust. Foundation trusts are not under central government control and are not subject to performance management by strategic health authorities. They are subject to inspection by the Healthcare Commission and are also overseen by Monitor, an independent regulator.
