A violent expose of the Special Investigations Section of the Los Angeles Police Department, an elite, undercover squad which specialized in catching violent repeat offenders. But their tactics left something to be desired. They were accused of stalking their prey until they committed a crime and then dealing with the criminal by shooting them in the act. Lots of gunplay.
