SIDELIGHTS:

Michael G. Faure is a Belgian lawyer and academician. Faure studied law and criminology at a number of universities in Belgium, as well as earning an L.L.M. from the University of Chicago in 1985 and a J.D. from Germany's Albert Ludwigs Universität in 1989. Faure began practicing law in Antwerp, Belgium, in 1982, and started lecturing in law by 1988 in Belgium and the Netherlands. Faure's legal expertise ranges from environmental to tort and insurance law. He has written and edited scores of books on these topics.

Writing with Ton Hartlief in 2003, Faure published Insurance and Expanding Systemic Risks. The book examines a seemingly increasing number of risks insurance companies deal with, including natural disasters, environmental pollution, health, technology, and terrorism. The book goes on to suggest policies governments and insurance companies may apply to deal with the problems of appraisal and liability as well as reducing risk.

Published in 2003, Green Giants? Environmental Policies of the United States and the European Union is edited with Norman J. Vig. Faure and Vig explain how local and regional efforts, businesses, and lobbyists are the primary motivators of environmental and climtate change policies, putting the United States and European Union in the position of merely talking heads. Faure and Vig go one step further, claiming that the United States and EU are both failing to meet their responsibilities in the areas of protecting water supplies, biodiversity, and sustainable urban living. Writing in Ethics & International Affairs, Elizabeth R. DeSombre commented that "though the authors in this volume posit a variety of arguments for the similarities and differences they observe, the most persuasive one is related to institutional structure." Timothy O'Riordan, writing in Environment, noted that "a specialist with detailed knowledge of the transatlantic scene" wrote each of the book's fourteen chapters. O'Riordan also mentioned that "the strength of the text lies in fine editing and constant, expert comparison."

In 2006 Faure edited Prevention and Compensation of Marine Pollution Damage: Recent Developments in Europe, China and the US with James Hu. The book examines legal methods available to prevent oil pollution and to penalize polluters. The approach is a comparative study between Europe and China, with secondary examples from the United States, Indonesia, Belgium, and Spain. The book is made up of twenty-two papers on topics ranging from maritime and environmental law to liability and insurance law.

Also in 2006, Faure edited, with Nicole Niessen, Environmental Law in Development: Lessons from the Indonesian Experience. The book uses resource-rich Indonesia as a template to apply various environmental law theories. Among the eleven chapters are sections on punishment for heavy polluters, decentralization issues, the connection between human rights and environmental laws, enforcement of environmental legislation, and implementing emission trading and environmental taxes. A contributor to Reference & Research Book News noted that the writing of the book is "sparked by Indonesia's desire to revise it Environmental Management Act of 1997."
