Drake plays the psycho-genius Dr. Giggles, an escaped mental patient who sets out to avenge the death of his psycho-genius father (dementia runs in the family). He returns to his family home to procure the necessary medical instruments, most notably a hypodermic needle, and starts killing people—on screen with the tools and in the audience with remarkably stupid one-liners.
