Member of Avon County Council (1985–87); representing Labour, elected to House of Commons for Bristol South (1987); in opposition, was a front bench spokesperson on health (1992–94) and Treasury and economic affairs (1994–97); appointed financial secretary to the Treasury (1997); named paymaster general, HM Treasury (1999).
