Voting member of the Estarreja Municipal Assembly (1989–93, 1997–); Estarreja municipal councillor (1993–97) and assistant to the Aveiro Civil Governor (1994–95); as a member of the European People's Party (Christian Democrats) and European Democrats (EPP), elected to 5th European Parliament (1999–2004).
