Tobias Michael Carel Asser (tōbē´äs mē´khāl kä´rəl äs´ər), 1838–1913, Dutch jurist. He was a delegate to many international conferences, including the Hague Conference of 1899, and he wrote on international law. A proponent of international arbitration, he shared the 1911 Nobel Peace Prize with Alfred Fried.
