VAʿAD LEU'MI
Hebrew for National Council; constituted in Tel Aviv in April 1918 to function as a provisional government for the Jewish community of Palestine. It answered to an elected assembly, the "Assefat ha-Nivrharim," and had jurisdiction over spheres of internal communal interest until 1948. It functioned along with the Zionist Executive, which was responsible for political relations with the British Mandate authorities.
