Tugwell, Rexford Guy (1891–1979)

Rexford Guy Tugwell (b. 10 July 1891; d. 21 July 1979), governor of Puerto Rico (1941–1946). In 1932, Tugwell became one of the original members of Franklin Roosevelt's brain trust. He later served as the assistant secretary of agriculture, the director of the Resettlement Administration, chairman of the city planning commission of New York, and chancellor at the University of Puerto Rico. Republicans and big sugar businesses opposed his appointment to the governorship.

Tugwell favored home rule for Puerto Rico and continued economic development through such institutions as the Development Company, the Development Bank, and the Water Resources Authority. He served as the last federally appointed governor of Puerto Rico.
