In a Tibetan village in 1979, Dolkar and her brother Dorjee watch as two Chinese soldiers execute their grandfather for espousing Tibetan freedom. Eighteen years later, Dolkar has become a popular singing star by cooperating with the Chinese while her brother has become a sullen, cynical drunk. But as the Chinese initiate further crackdowns, the Tibetans decide to protest. Title refers to the prayers, written on bits of paper, that the Tibetans throw to the winds.
