Sweetly naive and schizophrenic Matthew (Dillon) is homeless and through government screwups is sent to the Fort Washington Armory, which houses more than 700 homeless men. Harassed by others, Matthew is befriended by Jerry, a kindly Vietnam vet, who tries to care for him.
