In the near future America has been decimated by a nameless, sexually transmitted disease (read AIDS parable) and public policy is to quarantine the infected in concentration camp-like prisons. This leads to a quasi-official group of green-shirted thugs roaming the streets and imprisoning or killing anyone they suspect has the disease. A small resistance movement is lead by Torch (Gooding Jr.), who happens to fall in love with Blue (Kelly), the sister of one of the fascist leaders.
