United States Secret Service

From: The Columbia Encyclopedia, Sixth Edition  |  Date: 2008

United States Secret Service a law enforcement division (since 2003) of the Dept. of Homeland Security. It was established in 1865 in the the Dept. of the Treasury to investigate and prevent counterfeiting of currency, officially becoming a distinct organization within the department in 1883. The Secret Service enforces federal laws relating to currency, coins, obligations, and the securities of the United States and foreign governments, including forgery and fraudulent electronic transfer. After the assassination of President William McKinley in 1901, the force was charged with protecting the president. This protection was later extended to the members of the immediate families of the president, vice president, president-elect, and vice president-elect; major presidential and vice presidential candidates; former presidents and their spouses; widows of former presidents until their death or remarriage; minor children of a former president; and visiting heads of state.

Bibliography: See study by J. Bamford (1983).

POLLARD'S SPYMASTER REPORTEDLY SAYS HE WON'T BE A SCAPEGOAT TEL AVIV -- RAFAEL EITAN, NAMED AS THE ISRAELI SPYMASTER WHOSE RING RECRUITED US NAVY INTELLIGENCE ANALYST JONATHAN JAY POLLARD, WAS QUOTED YESTERDAY AS SAYING HIS SUPERIORS KNEW OF THE OPERATION AND THAT HE WOULD NOT BE MADE A SCAPEGOAT. THE INDEPENDENT TABLOID HADASHOT QUOTED EITAN AS CONTRADICTING THE GOVERNMENT POSITION THAT POLLARD'S RECRUITMENT WAS AN UNAUTHORIZED, ''ROGUE'' ACTION. POLLARD, 32, A CIVILIAN, WAS SENTENCED THIS MONTH IN WASHINGTON TO LIFE IN PRISON FOR SPYING FOR ISRAEL AGAINST THE UNITED STATES. ''ALL MY ACTIONS, INCLUDING THE POLLARD AFFAIR, WERE CARRIED OUT WITH THE KNOWLEDGE OF MY SUPERIORS . . . I DO NOT INTEND TO BE USED AS A SACRIFICE TO COVER UP THE KNOWLEDGE AND RESPONSIBILITY OF OTHERS,'' EITAN WAS QUOTED BY HADASHOT AS TELLING UNIDENTIFIED ASSOCIATES OVER THE WEEKEND. EITAN WAS ASKED ABOUT THE NEWSPAPER REPORT DURING AN INTERVIEW WITH ISRAELI RADIO. HE SAID HE WAS NOT MAKING PUBLIC OR PRIVATE STATEMENTS ABOUT THE CASE. ''I HAVE UNDERTAKEN A COMPLETE SILENCE ON THE POLLARD AFFAIR. I DON'T SPEAK ABOUT IT TO ANYBODY AND ESPECIALLY NOT THE MEDIA,'' EITAN SAID. ''WHAT I HAVE TO SAY I WILL ONLY SAY TO COMMITTEES AUTHORIZED TO DEAL WITH IT AND ONLY TO THEM.'' EITAN, A FORMER MOSSAD INTELLIGENCE AGENT, WAS SUBSEQUENTLY NAMED CHAIRMAN OF THE STATE-OWNED ISRAEL CHEMICALS CO. IN LONDON YESTERDAY, THE BRITISH GOVERNMENT SAID THAT ISRAEL ADMITTED USING FORGED BRITISH PASSPORTS, AND A NEWSPAPER SAID THE FAKE DOCUMENTS WERE INTENDED TO HELP AGENTS OF THE ISRAELI SECRET SERVICE ATTACK FOES ABROAD. THE FOREIGN OFFICE SAID IT PROTESTED TO ISRAELI AMBASSADOR YEHUDA AVNER LAST OCTOBER ABOUT ''MISUSE BY THE ISRAELI AUTHORITIES OF FORGED BRITISH PASSPORTS.'' IT SAID ISRAEL LATER APOLOGIZED AND PROMISED NOT TO DO IT AGAIN. ''ON THE BASIS OF THESE ASSURANCES WE REGARD THE MATTER AS CLOSED,'' A FOREIGN OFFICE SPOKESMAN SAID. THE FOREIGN OFFICE DID NOT ACCUSE ISRAEL OF FORGING THE DOCUMENTS, BUT THE SUNDAY TIMES DID. REACHED BY TELEPHONE, AN ISRAELI FOREIGN MINISTRY SPOKESMAN DECLINED TO COMMENT. IN ISRAELI SATURDAY NIGHT, FOREIGN MINISTER SHIMON PERES TOLD A MEETING OF HADASSAH, A US WOMEN'S SERVICE GROUP, THAT INVESTIGATORS SHOULD INVESTIGATE THE POLITICAL ECHELON'S INVOLVEMENT IN THE CASE. ''I HAVE NO DOUBT THAT THEY WILL CONFIRM OUR CONTENTION THAT WE WERE IN COMPLETE IGNORANCE OF IT,'' SAID PERES, WHO WAS PRIME MINISTER WHEN POLLARD WAS ARRESTED.
