National Guard U.S. militia. The militia is authorized by the Constitution of the United States, which also defines the militia's functions and the federal and state role. Article 1, Section 8 provides that Congress shall have the power to call forth "the Militia to execute the Laws of the Union, suppress insurrections and repel invasions." Congress was entrusted with organizing, arming, and disciplining the militia, but the appointment of officers and the training of the militia were reserved to the states. Further provisions were made in the Second Amendment. In peacetime the National Guard is placed under state jurisdiction and can be used by governors to quell local disturbances, as in Newark and Detroit riots in 1967, and to help in times of local disasters, such as floods and hurricanes. In times of war or other emergencies the National Guard is absorbed into the active service of the United States and the president is commander in chief. The National Guard has been partially mobilized during the Korean War, the Berlin crisis of 1961, and the Persian Gulf War and for peacekeeping in Bosnia and Herzegovina. The National Guard's equipment and personnel are standardized to conform with U.S. army regulations. Enlistment is voluntary; compensation, paid by the federal government, is given for periods of drill and field training. The Air National Guard was formed in 1947.

BUT ELSEWHERE, MANY OF THE MORE THAN 500 RESIDENTS DISPLACED BY NEAR-RECORD FLOOD LEVELS ON SEVEN NORTHWEST WASHINGTON RIVERS WERE RETURNING HOME, AND MOST DIKES AND LEVEES HAD HELD IN LOW-LYING AREAS. THREE HOUSES WERE LOST IN AN ISOLATED RESORT TOWN, AND OFFICIALS SAID DAMAGE TO ROADS, BRIDGES, HOMES AND BUSINESSES FROM FLOODING FRIDAY AND SATURDAY WOULD RUN TO MILLIONS OF DOLLARS. HIGH WATER, SLIDES AND WASHOUTS CLOSED MANY ROADS AND HIGHWAYS, INCLUDING THE TRANS CANADA HIGHWAY NORTH OF HOPE, BRITISH COLUMBIA, ABOUT 90 MILES EAST OF VANCOUVER. NO INJURIES WERE REPORTED. THE THREE-DAY DELUGE WAS PRODUCED BY THE PINEAPPLE EXPRESS, THE NATIONAL WEATHER SERVICE NICKNAME FOR A FALL STORM ROUTE FROM HAWAII TO THE PACIFIC NORTHWEST. IN MOUNT VERNON, WITH A POPULATION OF ABOUT 14,500, BROOKINGS SAID THAT 400 TO 500 PEOPLE FILLED SANDBAGS AS THE SKAGIT RIVER CRESTED AT 35.2 FEET, 7.2 FEET OVER FLOOD STAGE. THREE TO FOUR FEET OF SANDBAGS WERE PILED ATOP A 34-FOOT REVETMENT PROTECTING THE DOWNTOWN AREA, BROOKINGS SAID. "THIS IS ALL JUST FLAT FARMLAND," HE SAID. "AFTER IT GETS OVER THE LEVEES, THAT WATER JUST KEEPS SPREADING." DOWNSTREAM, ABOUT 60 PEOPLE WERE EVACUATED LATE SATURDAY FROM FIR ISLAND AND 50 OR SO LEFT CONWAY, BROOKINGS SAID. DOZENS OF PEOPLE FILLED SANDBAGS TO SHORE UP SHAKY DIKES NEAR CONWAY TO TRY TO PREVENT THE DISPLACEMENT OF AN ADDITIONAL 500 TO 600 PEOPLE, HE SAID. IN WHATCOM COUNTY, THE HARDEST HIT BY FLOODING FRIDAY AND SATURDAY, DAMAGE COULD APPROACH $10 MILLION, OFFICIALS SAID.
