Victor Alexander George Robert Lytton Lytton, 2d earl of 1871-1947, British diplomat, son of Edward Robert Bulwer-Lytton, 1st earl of Lytton. He was undersecretary of state for India (1920-22) and governor of Bengal (1922-27). He achieved prominence as chairman of the League of Nations mission to Manchuria (1932); his report recommended in effect economic sanctions against Japan. Lytton's writings include a biography of his father (1913), Antony Viscount Knebworth: A Record of Youth (letters to and from his son, 1935), and The Web of Life (1938).
