Whitewater

Whitewater city (1990 pop. 12,636), Jefferson and Walworth counties, SE Wis., in a dairy and farm area; inc. 1885. It has a foundry and plants that make various light manufactures, such as machinery and machine parts. It is the seat of the Univ. of Wisconsin at Whitewater.

Whitewater

Whitewater (USA) The name of a $200,000 housing development near the Whitewater rapids in Arkansas. The venture involved investments by Bill and Hillary Clinton, amongst others, and its failure occurred during the first years of Clinton's time as Governor of Arkansas. An investigation set up in 1993 set out to discover whether there had been any conflict of interest. Especially under independent counsel Kenneth Starr, the investigation broadened to investigate any suspicion of wrongdoing by the Clintons, leading to the discovery of Clinton's affair with Monica Lewinsky in 1998. After ten years, the $65 million investigation failed to find any evidence to connect the Clintons with acts of fraud committed by their business partners. The investigation, spanning both the terms of Clinton's office, defined the embittered partisanship that marked Clinton's Presidency, with a Conservative Congress being bitterly opposed to the President on ideological, moral, and personal grounds.
