European Council of Ministers

European Council of Ministers Policy-making body of the European Union (EU). The Council, which meets in Brussels, consists of ministers from each of the member states. It formally comprises the foreign ministers of each state, but in practice the minister depends on the subject under review. Council decisions are made by qualified majority vote, simple majority, or unanimity. Unanimity votes are taken on sensitive issue, such as taxation and constitutional matters. Qualified majority voting is weighted according to the relative population sizes of each of the member states. The European Council, comprising the heads of government of the member states, meets twice a year to provide overall policy direction.
