Talk Back Baseless criticism unfair to mayor; Mayor hasn't been critical of MPS, only the monopoly funding system Your April 25 editorial criticizing Mayor John Norquist is particularly erroneous and misleading. You assert that in his inaugural remarks the mayor attacked and bashed Milwaukee Public Schools and advocated siphoning off MPS students to the private sector. It has been my pleasure to observe Norquist in recent years as he has analyzed his own responsibilities not to MPS, not to private schools, but to Milwaukee's children, parents and general residents. His position, as stated repeatedly, is absolutely contrary to your misleading allegations. Rather than bashing or attacking MPS, the mayor is a stern critic of the current monopoly funding system which: Prevents parents from choosing the educational environment they think best for their children. Makes those parents pay a heavy financial penalty if they want to choose an independent school. Damages MPS as an educational provider by artificially sheltering it from normal competitive and comparative incentives to excel. Thus, Norquist's advocacy of parental freedom has as a primary objective the improvement of MPS. He's not attacking it. Only a person or organization blindly committed to educational finance monopoly, or "EFM," would imagine that calling for EFM's end is equivalent to "attacking and bashing MPS." Ending EFM, without a doubt, would be the best thing that could happen to MPS when it is seen as an educational provider and not as a fortress protecting monopoly finance. Quentin L. Quade Director The Blum Center for Parental Freedom in Education and Raynor professor Political science Marquette University; Dear Mr. Quade and Mr. McKinley: We have long disagreed with you over school choice. Nevertheless, we have always respected your absolute right to the position you hold. However, we did not believe the mayor's words to be as harmless as you do. Intimating that children must leave the city to find an adequate education is, in our view, a broad-brush attack on all city schools and personnel. We do not believe that Milwaukee's public schools are perfect; but neither can we assert with blanket surety that all choice schools are perfect. And we remain convinced that expansion of choice into parochial schools, as the mayor suggests, is indeed a violation of the U.S. Constitution. ------------ On Sundays, the Journal Sentinel will respond to selected letters.
The Milwaukee Journal Sentinel; 5/5/1996; 256 words;

KILLINGS SHATTER TOWN'S PEACE OF MIND THE SHOCKING MURDERS IN TOWNSEND HAVE SHATTERED A SENSE OF SECURITY AND COMFORTABLE ISOLATION RESIDENTS THERE FELT, AND EXPERTS ON PSYCHOLOGICAL TRAUMA SAID YESTERDAY COPING WITH THE HORROR AND REGAINING PEACE OF MIND COULD TAKE THE RURAL TOWN MONTHS. ''IT'S A SMALL TOWN THAT HAD A BIG-CITY CRIME,'' SAID DR. JEFFREY MITCHELL, A DISASTER PSYCHOLOGIST FROM THE UNIVERSITY OF MARYLAND. ''EVERYBODY HAS THIS IDEA THAT THAT ONLY HAPPENS IN BOSTON OR NEW YORK OR MIAMI. WHAT THIS HAS DONE BASICALLY IS SHAKEN THE COMMUNITY TO ITS ROOTS. PEOPLE HAVE A TREMENDOUS SENSE OF FEELING VULNERABLE. ONCE YOU VIOLATE A SENSE OF SECURITY, PEOPLE ARE VERY UNCOMFORTABLE FOR DAYS OR WEEKS OR EVEN MONTHS,'' MITCHELL SAID. ''PART OF THIS IS HOW AWFUL IT FEELS TO BE THIS HELPLESS,'' SAID DR. STEVEN KRUGERMAN, A PSYCHOLOGIST AT HARVARD UNIVERSITY HEALTH SERVICES. ''THERE'S A LOT OF HELPLESSNESS IN THE FACE OF THIS SEEMINGLY RANDOM TERROR.'' THE 17-YEAR-OLD SUSPECT IN THE TUESDAY SLAYINGS OF PRISCILLA GUSTAFSON, 33, A PRESCHOOL TEACHER, AND HER CHILDREN, ABIGAIL, 7, AND WILLIAM, 5, WAS ARRAIGNED YESTERDAY. MEANWHILE, THE 8,000 RESIDENTS OF THE PICTURE-BOOK NEW ENGLAND TOWN, LOCATED 60 MILES NORTHWEST OF BOSTON ON THE NEW HAMPSHIRE BORDER, SEEMED TO BE TRYING TO GET THEIR LIVES BACK TO NORMAL. AT A LUNCH COUNTER IN THE TOWN CENTER, POLICE CHIEF WILLIAM MAY SAT DOWN TO EAT AND CHAT WITH FRIENDS FOR THE FIRST TIME IN 72 HOURS. ''I FEEL RELIEVED AND TIRED,'' MAY SAID, BITING INTO A SANDWICH. ''I JUST WANT TO GET OUT OF THE SPOTLIGHT.'' ''THIS IS THE FIRST TIME I'VE GONE OUTSIDE SINCE TUESDAY. I WAS LITERALLY SCARED TO DEATH TO GO OUT,'' SAID MARGE HENSON, A HOUSEWIFE IN HER 50S. ''NOW I THINK I, LIKE THE REST OF THE TOWN, AM TRYING TO RETURN TO THE WAY WE WERE,'' SHE SAID, THEN ADDED AFTER A MOMENT, ''SOMEHOW, I DON'T EVER THINK WE'LL BE THE WAY WE WERE.'' OF PARTICULAR CONCERN TO AUTHORITIES IS THE PSYCHOLOGICAL IMPACT ON CLASSMATES OF THE TWO CHILDREN., WHO POLICE SAID WERE DROWNED IN SEPARATE BATHTUBS. THE 4,200-STUDENT REGIONAL SCHOOL DISTRICT HAS MOBILIZED 20 COUNSELORS TO HELP CHILDREN TALK OVER AND DEAL WITH THE TRAGEDY. ''EACH CHILD REACTS DIFFERENTLY, SO EACH CHILD HAS TO BE TREATED DIFFERENTLY,'' SAID ANTHONY LUZZETTI, PRINCIPAL OF THE SPAULDING MEMORIAL SCHOOL, WHERE ABIGAIL WAS IN THE SECOND GRADE. ''SOME HAVEN'T REALLY SHOWN ANY EMOTION AT ALL. SOME HAVE JUST CARRIED ON IN A NORMAL FASHION. SOME HAVE FELT SOME SADNESS, AND SOME HAVE CRIED,'' LUZZETTI SAID. ONE WOMAN WHOSE SON IS IN THIRD GRADE AT THE SPAULDING SCHOOL SAID HER CHILD ''IS VERY SAD BECAUSE, HE SAID, ABIGAIL WAS A VERY NICE PERSON. HE WAS MORE SCARED THURSDAY WHEN THEY HADN'T CAUGHT THE GUY. THIS MORNING I TOLD HIM THEY CAUGHT THE MAN, AND HE SAID, 'MOMMY, THE BAD MAN CAN'T HURT ANYONE ANYMORE.' I TOLD HIM, NO HE CAN'T.'' ''RIGHT NOW I'M JUST TRYING TO SHOW HIM AS MUCH LOVE AS POSSIBLE AND SHOW HIM THAT MOST PEOPLE LOVE KIDS,'' THE WOMAN SAID, THEN ADDED SOFTLY, ''MOST PEOPLE, ANYWAY.''
