The Milwaukee Journal Sentinel; 4/13/1998; MARK MALEY; Mark Maley Wisconsin legislators received an e-mail March 13 that read as follows: "I would like to know your position on Gov. Tommy Thompson's proposed education tax cuts." The e-mail was sent to 98 Assembly members and 32 senators from the home computer of a Journal Sentinel editor and included the editor's e-mail address and Oak Creek mailing address. So as not to influence a legislator's decision on whether to respond, the e-mail did not mention the editor's occupation or the Journal Sentinel. E-mail for three state legislators who do not have their own e-mail address was sent to their staff members who do. As of Sunday, 19 lawmakers responded to the inquiry. Six lawmakers responded the same day the e-mail was sent, and 12 answered within one week. Ten of those who answered were Democrats; nine were Republicans. Thompson also received an e-mail in which he was asked to explain a provision in his tax cut plan. His office responded the day the e-mail was sent with an acknowledgment that the question was received. Within a week, a Thompson aide answered the specific question via e-mail.; 976 words;
