UNION PRESIDENT JAMES BARRETT AND CHIEF SHOP STEWARD SUSAN MOIR OF LOCAL 8751 OF THE UNITED STEELWORKERS OF AMERICA WERE SUSPENDED WITHOUT PAY FOR ALLEGEDLY URGING DRIVERS TO REFUSE TO WORK ON THAT DAY. A HEARING WITH THEIR EMPLOYER, THE NATIONAL SCHOOL BUS SERVICE CO., ON THE SUSPENSION IS SCHEDULED FOR 10 A.M. TOMORROW AT 20 WEST HOWELL ST., DORCHESTER. AT A PRESS CONFERENCE YESTERDAY BARRETT AND MOIR SAID THAT 2,000 STUDENTS WERE STRANDED, NOT THE 5,000 CLAIMED BY SUPERINTENDENT OF SCHOOLS LAVAL S. WILSON. THEY ALSO BLAMED THE STRANDING OF THE STUDENTS ON THE BUS COMPANY. ''WE HAD NO IDEA EARLY DISMISSAL WAS HAPPENING THAT DAY,'' MOIR SAID. ''WE WEREN'T ASKED TO DO IT THE EARLY DUTY BY THE COMPANY.'' ON WEDNESDAY, ABOUT 40 OF THE NEEDED 80 BUS DRIVERS REFUSED TO ACCEPT WORK ASSIGNMENTS TO TAKE HOME HIGH SCHOOL STUDENTS WHO WERE DISMISSED EARLY FROM CLASSES BECAUSE OF A TEACHER IN-SERVICE TRAINING DAY. THE STUDENTS REGULARLY RIDE MASSACHUSETTS BAY TRANSPORTATION AUTHORITY BUSES TO AND FROM SCHOOL, BUT THE SCHOOL DEPARTMENT RELIES ON THE BUS COMPANY FOR EARLY DISMISSALS. UNION OFFICIALS HAVE ARGUED THAT PROVIDING SERVICE FOR STUDENTS NOW TAKING THE MBTA IS OPTIONAL BECAUSE IT IS NOT PART OF REGULAR ROUTES. WILSON SAID LAST WEEK HE WAS ''SHOCKED AND DISMAYED'' AT THE DRIVERS' ACTION AND ISSUED AN APOLOGY TO PARENTS. ''THE FACT IS,'' BARRETT AND MOIR SAID IN A PREPARED STATEMENT, ''THE BOSTON SCHOOL BUS DRIVERS STRANDED NONE OF THESE STUDENTS. FIFTEEN DRIVERS WERE ORDERED TO DRIVE ON THIS DAY AND THEY DID. MANY OF THESE DRIVERS SAT IN FRONT OF EMPTY SCHOOL BUILDINGS BECAUSE THE STUDENTS WERE LET OUT EVEN EARLIER THAN WAS PLANNED WITHOUT BEING TOLD THE BUSES WERE COMING. ''THE 40 REMAINING BUSES NEEDED TO TAKE STUDENTS HOME WERE NOT AVAILABLE BECAUSE NATIONAL SCHOOL BUS CO. NEVER TOLD ANY DRIVER TO DO THIS WORK. ''THE BOSTON SCHOOL BUS DRIVERS UNION CALLS ON NATIONAL SCHOOL BUS COMPANY AND THE SCHOOL DEPARTMENT TO STOP ESCALATING A TENSE SITUATION AND TO PUT THE STUDENTS' NEEDS FIRST.
