CW Smith advocates for any regressive tax at Budget Meeting

In this video, Commissioner CW Smith brilliantly outlines his opposition to placing an Income Tax proposal before the voters of Jackson County, Oregon: He's worried it will pass, he's worried it will fail, he's worried that there's not enough time to implement and he's worried there's too much time before collection. (Apparently, that is not time that can be used for implementing details to execute a tax.) He points out that a 1% Income Tax is actually a 10% increase over existing state income tax, so he voted to place a 25% increase of the property tax before the voters. Most revealing, however, is that Smith is ignorant that government can borrow against future revenue streams. How do those buildings get built, CWya?
