A Provisional Council of Government [PCG} is an Agency of Governance established by the People through their respecitve representatives [political parties]. Its not a Provisional Government of the State. A Provisional Government of the State of Palestine would be when that PCG is recognized by Governments. The PLO is that UNGA 3226 PCG; yet it cannot do it alone; NOR should it do it alone which would be to marginalize Hamas, Islamic Jihad & others. In a near perfect world PLO would invite members of Hamas, Islamic Jihad, & others to participate, at minimum,. as observors in its National Council. In a perfect [Palestinian World].
