By even the most conservative estimates, the number of illegal immigrants in the United States exceeds the total population of the most individual states. As long ago as 1975, then-Commissioner of the Immigration and Naturalization Service (INS) General Leonard Chapman warned that illegal immigration is out of control. Despite the growing crises, Congress refused to act. President Reagan was merely stating what had been painfully obvious for many years when he said in October 1983: This country has lost control of its own borders, and no country can sustain that kind of position. We are indeed a nation of immigrants. We are rightfully proud of our distinctive heritage -- rich in the cultures, tongues, and contribution of peoples from many nations.
