Therefore, the Paris Peace Agreement of October 23rd, 1991, or any other accord/agreement, is at present moot. Thus, nothing can be done at this time about violations of Cambodias territorial integrity until a democratic or another form of government representing the true aspirations of the Cambodian people is elected.
