circumpolar
circumpolar A celestial object that does not rise or set as seen from a given location, but circles around the celestial pole. To be circumpolar, an object must have a polar distance that is less than the observer's latitude. At the Earth's pole all objects above the horizon are circumpolar, but at the equator no object is circumpolar.
