bill of health
bill of health, a certificate properly authenticated by the consul or other recognized port authority certifying that a ship comes from a place where there is no contagious disease, and that none of its crew, at the time of its departure, was infected with such a disease. A certificate of this kind constitutes a clean bill of health; a foul bill of health indicates disease in the port of departure or among the crew. Nowadays, clearance is all done by e-mail, radio, or mobile phone.
