Walter, Hubert
Walter, Hubert (c.1140–1205). Viewed by many as one of the greatest royal ministers of all time. Introduced into Henry II's service by his uncle Ranulf Glanvill, his career blossomed under Richard I. Created bishop of Salisbury in 1189, he accompanied Richard as his chief of staff on crusade. His performance in such challenging conditions led to his being promoted in 1193 to take charge of both secular and ecclesiastical government as justiciar and archbishop of Canterbury. In 1195 he was made papal legate. While Richard stayed in his French dominions, Hubert administered England, supplying the king with the men and money he needed to fight Philip of France. On John's accession he was appointed chancellor; the chancery rolls, for centuries the principal records of English central government, date from his period in office. He still found time to summon and preside over reforming church councils.

Walter, Hubert
Walter, Hubert (died 1205) English cleric and statesman. After studying law at the University of Bologna he served first under HENRY II and then went with RICHARD I on the Third CRUSADE. On his return in 1193 he was made Archbishop of Canterbury and Justiciar, or Regent, of England. He was appointed papal legate in 1195. Walter's legal and administrative skills were recognized by both Richard I (whose £100,000 ransom he organized) and JOHN (whose accession he secured) who made him Chancellor. During Richard's frequent absences abroad he was virtually the ruler of England. Extensive financial and judicial reforms were made, including improvements to the enforcement of law and order (1195). He was Lord Chancellor from 1199.

Hubert Walter
Hubert Walter (d. 1205), Abp. of Canterbury. He became Bp. of Salisbury in 1189. In 1190 he accompanied Abp. Baldwin on the Third Crusade. He became Abp. of Canterbury in 1193 as Richard I's nominee, negotiated his release from captivity and organized his ransom. In the king's absence, he ruled England, with the office of justiciar, from Dec. 1193 to July 1198. In 1195 he was also made Papal legate for England and Wales. His legatine commission lapsed on the death of Celestine III in 1198 and he resigned the justiciarship, but he continued to exert unequalled authority and influence in Church and State. He became chancellor in 1199.
