He served on numerous missions abroad, as governor-general of Canada (1872-78), ambassador to Russia (1879-81), ambassador to Turkey (1881-82), commissioner to Egypt (1882-83), viceroy of India (1884-88), ambassador to Italy (1888-91), and ambassador to France (1891-96). His administration in India saw the annexation (1886) of Myanmar and an improvement in relations with the Afghans.
