Paris Declaration of 1856
Paris Declaration of 1856 an agreement signed on April 16, 1856, at the Congress of Paris to codify international maritime law. The first attempt to establish such a law, it prohibited privateering, allowed a neutral flag to protect an enemy's goods except for war contraband, prohibited the capture of neutral goods when under an enemy's flag, and specified conditions for the use of blockades.
