Cavaco Silva, Aníbal António

Cavaco Silva, Aníbal António (b. 15 July 1939). Prime Minister of Portugal, 1985–95 Born in Boliqueime, he studied economics at the Universities of Lisbon and York (England), where he received a doctorate. He joined the Democratic People's Party in 1974, and the conservative Social Democratic Party in 1976. In 1980 he became Minister of Finance, and in 1985 led his party to an election victory, heading a minority government. In 1987, he was elected with an absolute majority of votes (50.2 per cent), for the first time in Portuguese history. He repeated this achievement in 1991, when he was re-elected with 50.4 per cent of the popular vote. His government therefore produced a crucial stability in a system which had seen more than ten changes of government in as many years, and helped the republic to settle down to an essentially two-party system, dominated by a party for the centre-right and one for the centre-left. In 1995, he lost the elections against a revitalized Socialist Party. Unable to halt the growing enthusiasm for socialism after ten years of conservative rule, he lost the presidential elections of 14 January 1996, to Jorge Sampaio.

Aníbal António Cavaco Silva

Aníbal António Cavaco Silva , 1939–, Portuguese economist and political leader, prime minister (1985–95) and president (2006–) of Portugal, grad. Superior Institute of Economic and Financial Sciences, Lisbon (1964), York Univ., England (Ph.D 1973). He has worked for the Bank of Portugal (1977–79, 1981–85) and as a professor of economics at the New Univ. of Lisbon (1977–2002), and has written several books on economic subjects. A member of the center-right Social Democratic party, he was first elected to parliament in 1980 and served as finance minister (1980–81) before becoming prime minister. He resigned (1995) to run for president, but lost (1996); he won the office a decade later, and was reelected in 2011.
