Libraries were ranked in each area and then given a cumulative ranking based on how they were assessed in each category. The figures were taken from the 1994 Wisconsin Library Service Record, which is published by the Department of Public Instruction. The eight areas evaluated were: The number of full-time equivalent library employees per 1,000 residents living in the area served by the library. The number of books per capita. Periodicals per 1,000 population: includes magazines, newspapers and other types of periodical literature. Audio recordings per 1,000 population: includes records, cassette tapes and CDs. Video recordings per 1,000 population: includes videotapes, films and video discs. Acquisition percent: what percent of the total printed material in the library was acquired in 1994. It is a way to help determine how much of a library's holdings are new and up to date. Material expenditures per capita: how much the library spends per person on materials only. This figure excludes salaries and other operational expenses. Winter hours of operation: how many hours per week the library is open during the winter.
