THE US CENSUS BUREAU ALSO REPORTED THIS MONTH THAT LOS ANGELES COUNTY HAS HAD THE GREATEST POPULATION GROWTH IN THE COUNTRY SINCE 1980. OF THE 10 COUNTIES WITH THE HIGHEST POPULATION GROWTH DURING THAT TIME, FIVE WERE IN SOUTHERN CALIFORNIA, WITH A TOTAL INCREASE OF 1.8 MILLION PEOPLE. IN ADDITION TO THE HISPANICS, IMMIGRANTS FROM ASIA AND OTHER REGIONS OF THE WORLD HAVE ALSO COME TO LOS ANGELES IN LARGE NUMBERS: AN ESTIMATED ONE-THIRD OF ALL IMMIGRANTS TO THE UNITED STATES NOW SETTLE IN CALIFORNIA. MICHAEL WOO IS THE FIRST ASIAN EVER ELECTED TO THE LOS ANGELES CITY COUNCIL. HE HAS BENEFITED FROM AND HAD TO SURVIVE AN ALMOST RIOTOUS MIX OF ETHNIC GROUPS WHO HAVE SETTLED IN AMERICA'S VIDEO HEARTLAND, HOLLYWOOD. HOLLYWOOD HIGH SCHOOL HAS STUDENTS WITH 54 LANGUAGES AND DIALECTS. WOO, WHO IS FROM A CHINESE FAMILY, USED TELEVISION ADVERTISEMENTS IN ARMENIAN TO GET HIS POLITICAL MESSAGE ACROSS DURING AN ELECTION CAMPAIGN LAST YEAR. AS PART OF HIS JOB, HE SAID, HE WILL SPEAK WITH RUSSIAN IMMIGRANTS COMPLAINING ABOUT HOUSING, HISPANICS OBJECTING TO LACK OF REPRESENTATION AND THAI RESIDENTS WITH A HOST OF SEPARATE PROBLEMS. ''THE MIXTURE OF COMPETING GROUPS MAY BECOME INCREASINGLY COMBUSTIBLE,'' WOO SAID. ''I DON'T KNOW IF OUR FUTURE IS A NIGHTMARISH BLADE-RUNNER REALITY THAT ACCENTUATES THE ECONOMIC DIFFERENCES BETWEEN PEOPLE OR THE OPTIMISTIC VISION OF ADVERTISING SLOGANS THAT SAY WE WILL BE THE CAPITAL OF THE PACIFIC RIM, A MODERN BABYLON.'' BUT A POWERFUL POLITICAL AND ECONOMIC CURRENT HAS BEGUN THAT COULD CONFLICT WITH THAT PREDICTED EXPANSION -- A MOVEMENT TO LIMIT DEVELOPMENT, CALLED THE ''SLOW GROWTH'' MOVEMENT. LOS ANGELES HAS A HISTORY OF WIDE-OPEN DEVELOPMENT -- FROM FAR-FLUNG PROJECTS TO BRING WATER TO LEAPFROG HOUSING PROJECTS THAT JUMPED OVER SPACES OF OPEN LAND TO HUNDREDS OF MILES OF FREEWAYS THAT CIRCLE AND SLICE THROUGH RESIDENTIAL SUBURBS. IN THE LAST TWO DECADES, DEVELOPMENT SURGED UPWARD AS THE REGION BECAME MORE DENSELY POPULATED. THAT DEVELOPMENT HAS GIVEN THE CITY A SKYLINE WHERE IT HAD NONE AND SHARPLY INCREASED THE NUMBER OF APARTMENTS, SHOPPING CENTERS AND HIGH-RISES ON THE AFFLUENT WEST SIDE OF THE CITY. BUT THE GROWTH HAS ALSO BROUGHT A REACTION. TALL BUILDINGS DISPLACED LONGTIME RESIDENTS AND BLOCKED VIEWS. TOXIC WASTE AND RAW SEWAGE REPEATEDLY FOUND THEIR WAY INTO WATER SUPPLIES AND THE SANTA MONICA BAY. BUT IN CHARACTERISTIC FASHION, THE ANGER WAS MOST PRONOUNCED WHEN IT CAME TO CARS. A LEGISLATIVE PROPOSITION WAS OVERWHELMINGLY PASSED LAST YEAR THAT LIMITED THE SIZE OF BUILDINGS, ITS PASSAGE HINGING LARGELY ON THE ARGUMENT THAT IT WOULD CUT DOWN ON TRAFFIC, AND THE ISSUE OF LIMITING GROWTH HAS CONTINUED TO DOMINATE RECENT ELECTIONS. THE SLOW-GROWTH MOVEMENT IS CLEVER, AND IT'S POTENT, SAID ROBIN KRAMER, CHIEF OF STAFF FOR CITY COUNCIL MEMBER RICHARD ALATORRE, WHO WAS ELECTED LAST YEAR. ''THERE'S NO ONE ON THE OTHER SIDE, NO ONE CAN DEFEND SMOG AND TRAFFIC JAMS.'' ''IT SOUNDED LIKE MOTHERHOOD,'' SAID BILL ROBERTS, LEADER OF THE AFL-CIO IN LOS ANGELES. ''BUT THEY'RE PUTTING HANDCUFFS ON OTHER AREAS THAT DESPERATELY NEED GROWTH.'' THE SLOW-GROWTH MOVEMENT CONFLICTS WITH THE ASPIRATIONS OF MANY MEMBERS OF THE IMMIGRANT AND MINORITY COMMUNITIES, AND IT IS OPPOSED BY THEIR LEADERS. ON A WEEKDAY LATE LAST MONTH, FOR EXAMPLE, A QUORUM OF 10 CITY COUNCIL MEMBERS SAT EATING CARROT STICKS AND SANDWICHES AT A HORSESHOE-SHAPED TABLE IN THE ORNATE CITY COUNCIL CHAMBER. THE NEWEST MEMBER, RUTH GALLANTER, A YOUNG WOMAN WHO UPSET A POWERFUL INCUMBENT IN AN ELECTION THIS SUMMER, SPOONED YOGURT. HOLDING THE FLOOR AND LOOKING POINTEDLY AT GALLANTER WAS GILBERT LINDSAY, A BLACK CITY COUNCILOR. ''I'M NOT ONE OF THESE SLOW-GROWTH COUNCIL MEMBERS,'' LINDSAY SAID. ''I WANT TO SEE BIG THINGS. I WANT TO SEE SKY-RISES. I LOVE IT. SLOW-GROWTHERS, YOU JUST GET OUT OF MY WAY.'' ''NOBODY WANTS THEIR NEIGHBORHOOD POLLUTED,'' GALLANTER SAID LATER IN AN INTERVIEW. ''NOBODY WANTS TO BREATHE POISON. MINORITY NEIGHBORHOODS DON'T WANT IT, EITHER.'' GALLANTER, A YALE UNIVERSITY GRADUATE IN URBAN PLANNING, BEGAN HER ACTIVISM IN SUPPORT OF MINORITY COMMUNITIES IN THE NEW HAVEN AREA. SHE HAS WORKED AS A PLANNER AND ENVIRONMENTALIST SINCE THEN. GALLANTER AND A GROUP OF RECENTLY-ELECTED LATIN, ASIAN AND BLACK COUNCIL MEMBERS REPRESENT THE MULTI-ETHNIC AND POTENTIALLY DIVIDED FUTURE OF LOS ANGELES. ''I THINK YOU HAVE A YOUNGER, MORE ACTIVE BREED OF POLITICIANS WHO ARE PAYING MORE ATTENTION TO THEIR DISTRICTS,'' SAID THE PLANNING COMMISSION'S GARCIA, WHO BELIEVES THAT THE SLOW-GROWTH MOVEMENT IS PRIMARILY A CREATURE OF THE AFFLUENT WEST SIDE OF THE CITY. GARCIA SAYS HE WILL NOT STAND BY ''AND ALLOW WHITE NEIGHBORHOOD GROUPS TO RUN THE CITY WITH POLICIES THAT ARE SELFISH AND STUPID AND VERY DESTRUCTIVE IN THE LONG RUN.'' MOST POLITICAL LEADERS AND PLANNERS BELIEVE THE CHALLENGE IS TO ALLOW THIS INCREASINGLY POLYGLOT CITY TO DEVELOP AT A CONTROLLED PACE, WHILE ALLOWING A SHIFT IN POLITICAL POWER TO MINORITIES -- PARTICULARLY THE HISPANIC COMMUNITY -- WITHOUT PROMPTING A DIVISIVE REACTION FROM THOSE WHO HAVE ALREADY MADE THEIR MARKS. ''THE GREAT SHIFT IN POWER IS OCCURRING,'' SAID KRAMER. ''IT'S GOING TO HAPPEN. ONE OF THE CHALLENGES IS TO MAKE THE TRANSITION SMOOTHLY TOWARD HISPANIC ISSUES.
