INTRODUCTION

Greece and Turkey are separated by the Aegean Sea not only in geographical terms1 but also in political and legal terms. The method of boundary definition by resort to straight baselines, once proposed for Turkey's Aegean coasts, is challenged by Greece.2 Maritime areas further seaward are also controversial in terms of either extension or delimitation. The two sides cannot agree on the extent of Greek territorial waters, or on any of the major maritime areas, namely the territorial sea, the continental shelf, and any yet to be declared exclusive economic zone (EEZ).3
