A bill calling for lifelong incarceration of certain offenders has advocates of prisoners and victims alike questioning an ongoing shift in policy from the rehabilitative to the punitive.

Under the proposed law--HB 100--kidnappers who cause severe injury to victims, third-time violent felons, capital felons, and two-time sex offenders would serve life sentences with no parole.
