The "just war" tradition has profoundly shaped the popular perception of the conditions justifying the resort to armed force by nation-states. This philosophical perspective provides that war should be undertaken only for a "just cause" and should be declared by a legitimate authority acting in a ccordance with the "right intention."1 The employment of military might also must be a last resort and there should be a strong probability of success of achieving the animating objectives.2 Lastly, the damage inflicted and the costs incurred must be proportionate to the anticipated benefits.3
