What are the factors behind the rise in oil futures prices?

Oil prices are high. Spot prices have averaged more than USD 33 so far this year. The average price so far this decade is USD 28, while the average price for the 1990s was a little more than USD 18.1
Oil futures prices have also shown a marked increase. Chart 1 shows futures prices using the benchmark for pricing oil in the US (West Texas Intermediate) for delivery 6-7 years ahead.2 While this futures price was lower than USD 20 in the 1990s, it is now higher than USD 28.
