Widening Shiloh called too costly

During rush hour, Trudy Koster often sees 50 cars backed up along Shiloh Road south of Rimrock Road. Traffic congestion is a problem in her neighborhood, but Koster says she and other local homeowners shouldn't have to pick up the cost for widening Shiloh, one of the busiest thoroughfares in Billings

Koster and her husband, Charles, have lived at 2404 Shiloh Road for 30 years, and their West End neighborhood is experiencing serious growing pains
