SPARTA, Wis. - Rolling Hills Nursing Home Administrator Gene Schwarze hears all the comments, sometimes face-to-face during meetings, other times second hand from other sources.

They call it antiquated, a financial hole, inefficient. You name it, Schwarze has likely heard it.
