Glasnost was never meant to produce the Soviet equivalent of a Western-style independent media system. In Gorbachev's Glasnost, Joseph Gibbs explains that although glasnost, or "openness," represented Gorbachev's first step under perestroika to rebuild Soviet ideology and society, Gorbachev initiated glasnost in an attempt to further his political agenda via "freeing" the media (and public) to attack his enemies.
