Bhubaneshwar, (WFS) - Orissa, on India's east coast, is devastated each year by floods, droughts, and often, cyclones. Sometimes, like this year, the state reels under the combined blow of both drought and flood situations.

For an estimated 20 million people living in the River Mahanadi basin - stretching over 59,000 sq km from the western districts of Bolangir, Sonepur, Kalahandi and Sambalpur to coastal Kendrapada, Jagatsinghpur and Cuttack - natural calamities are no strangers.
