On a misty afternoon, Knowlton Mayor Frank Van Horn steers his SUV up to a 20-acre lake that is home to some 30 beavers. "This is the center of the criminal activity," says Van Horn. "We were the dumping ground for the state's bad beavers-and the baddest live right here."

For decades, Knowlton battled busy beavers by spending thousands of dollars to remove beaver dams that regularly blocked a town drain pipe and flooded residences.
