Miller Named City's Budget Director.

Mayor Tom Murphy is hoping that his new budget director can resuscitate the city's financial infrastructure.

David Y. Miller, Ph.D., the western division managing director of the Pennsylvania Economy League, Inc., was named director of the Office of management and Budget in the mayor's office Wednesday.

Miller replaces Arthur Rullo, who served as acting director of the budget department following the departure of Rowan A. Miranda earlier this year. Miller will assume his post on June 3.
