I have written in this space previously about the deficiencies of Pennsylvania's community college system when compared to other states. In April 1997, the state House of Representatives adopted House Resolution 128, which directed the House Education Committee's Subcommittee on higher Education to conduct a study of the 15 community colleges that exist in Pennsylvania.
