New Orleans' developer plans 4,400-acre retirement community near Biloxi

BILOXI -- A New Orleans developer is negotiating with International Paper Co. for purchase of 4,400 acres north of Biloxi for development of a $100-million retirement community aimed at attracting military and other retirees.

Jim Livingston, a retired major general with the U.S. Marine Corps, is the project manager for the retirement community planned by Joe Canizaro, a former Biloxian who is owner of Gulf Shores Communities LLC.

Livingston said the Mississippi Coast is an ideal location for a planned retirement community.
