THE PARADOXES OF FINLANDISATION*

In the Cold War context Finland was in many ways a genuine special case, which did not fit well into the general patterns of the bipolar world. After the Second World War Finland did not become a people's democracy like the other East European countries bordering the Soviet Union. Despite some early misgivings the Finns clearly belonged to the Nordic family but could not participate fully in the cooperation that developed between their Scandinavian neighbours.
