Regulations have been the principal driver in the U.S environmental protection industry (which we are part of) for at least the past 30 years. They are developed according to a process that goes something like this. First, concerns are expressed about a situation, often by environmental groups, which leads to either a new law or a new regulation using an existing law. Then we, the environmental protection industry, fight the regulation because, in many instances, it is overprotective. This situation is resolved either through a prolonged negotiation or a lawsuit.
